This plaque was designed by John Flanagan who designed the US quarter-dollar coin, the Rotunda Clock in the Library of Congress’s Jefferson Building, the official medal for the Panama-Pacific International Exposition, and the official military medal commemorating the Battle of Verdun. The medal was designed in 1935, but was first released to the general public in 1950. The loop for a hanger on the back was very likely added later.
